• As God’s minister, the ruler is to use the sword as God commands.

• Verses 8-10 imply that the standard that the ruler should use is Biblical law. Love summarizes the law – does not abolish it.

• Some say this passage requires unqualified obedience to the ruler, but the Apostles said, “We must obey God rather than man” (Acts 5:29).
