Just prior, God warns about following other national gods: “[D]o not inquire after their gods, saying, ‘How did these nations serve their gods? I also will do likewise’” (Dt. 12:29-30).
And it leads into a description of a treasonous take-over of a city:
“If you hear someone in one of your cities, which the LORD your God gives you to dwell in, saying, ‘Certain corrupt men have gone out from among you and enticed the inhabitants of their city, saying, ‘Let us go and serve other gods’” (Dt. 13:12-13).
